Thorough examination of any male with a scrotal mass includes transillumination. By holding a light behind the scrotum one can easily determine whether the mass is cystic (light shines through) or solid (light blocked by the mass). In this case the mass readily transmits the light. You confidently tell the mother that this is either a hydrocele or a hernia and not a tumor. She promptly nominates you for membership in A.O.A. and sends a letter of gratitude to the Dean.
